ALAUX 024/26 Subj: FY26 APRIL USCG ICS CERTIFICATION BOARD RESULTS
1. Please read the attached ALCOAST 139/26 which recently announced the FY26 USCG Incident Command System (ICS) Certification Board’s results from its convening April 13-17, 2026. The Certification Board was established in 2011 to recommend Coast Guard personnel who have demonstrated ICS expertise and proficiency at the highest levels for certification. As Type 1 ICS competencies have been promulgated globally by key industry organizations and stakeholders, Coast Guard ICS certification now transcends the internal competency management system making recipients internationally recognized response professionals.
2. The following Auxiliary program personnel are highlighted for their respective certifications and re-certifications:
a. Auxiliarist Heather Kostecki (CGD-Northwest, Vancouver Flotilla 78) achieved re-certification as an ICS Type 1 Incident Commander (ICT1) and as an ICS Type 1 Planning Section Chief (PSC1).
b. District Director of Auxiliary LCDR Melvin Torres (CGD-O) achieved certification as an ICS Type 1 Liaison Officer (LOFR1) and re-certification as an ICS Type 1 Safety Officer (SOFR1).
